I have delivered a theme to a customer, and the customer is frustrated with the lack of customizability in the built-in blocks, as well as the various block plugins they have tried.
The customer has some web design education and is familiar with HTML/CSS. Are there any block plugins that provide a black slate? Basically a simple div that can contain other blocks, with a field where we can add raw CSS?
Put another way, if you had just delivered a custom WordPress theme (using the Gutenberg editor) to a designer, which block plugins would you provide to ensure they had complete customizability?

(The real use case: The customer tried to create a basic box with a background color and a custom padding for a splash page. For this to look good, they needed to change the font color and link color in this box, which proved completely impossible with the built-in blocks or any plugin we’ve tried. This would be trivial if we had a basic “div” block with a text area for raw CSS.)
If you have any other suggestions for how to give the customer this level of customizability, I would love to know. Basically they don’t want to have to hire me to create a new custom block any time they want to do something relatively simple like this.
