Find below the logs for the error I encountered, as requested. However, I would ask if you are familiar with the changes wp.org has made to account sign up. It is a process with multiple steps and requires significant manual work and is time consuming.

Even when wp.org was working as your instructions indicated, it’s still a system that discourages people from providing you logs. But now when you add in all the extra time, it’s a huge block to getting the info you want. If I was committed to other things, and I attempted to post logs and then encountered these blockers, it’s unlikely I would continue the process and come back to post logs. I think it would be simple to set up an email address to receive logs, or a form to fill out on your website, or whatever. That would likely improve the amount of logs you receive (although admittedly I have no idea how many you receive and what percentage of errors are reported to you.) Anyway, my two cents.
