That’s an error message from WooCommerce, not the Braintree plugin. WooCommerce has rate limiting logic to prevent someone from trying to repeatedly attempt to add cards via the Add Payment Method page.
It seems like that logic isn’t working on your site, but that wouldn’t be caused by the Braintree plugin.

@mrclayton thank you. If anyone else has this issue, disable the “Enable Recaptcha on Add Payment Method” option in WooCommerce->Settings->reCaptcha->Woo Add Payment Method Captcha tab.
