I have tried to create a staging version of this site a few times and each time it has produced a fatal error.
The debug shows – Fatal error: Cannot redeclare get_file_description() (previously declared in /XXXXXXX/public_html/wp-admin/includes/file.php:80) in /XXXXXXX/public_html/1721722605256/wp-admin/includes/file.php on line 80
