I’ve seen that you can look for unlinked image files in the media browser, but a lot of images actually being used show up in that list as well. Is there a way to find only the images that are being used on active web pages?

I’ve never found a tool that does it reliably. Even paid tools have the issues.
You can look for unattached images in the media library. However, if you’re using a media library asset via URL, it will show as unattached.
