I asked and a guy from discord told me something about hooks but it seems really complicated. I am trying to do what the title says on an old website where I can not use elementor pro. Here is a screenshot explaining simpler:

open archive.php or category.php whichever is available in your theme and bring title/desc under the category loop.
let me know if you can do it yourself. else I can do it for you (no charges ofcourse.)
