While that is all well and great, how exactly does one actually go about landing clients for web development services?
I have had no particular luck so far, are there any specific tips to help?

Knowing what you’ve already tried would be helpful.
But really it’s as simple as going out (like actually going outside) and finding local businesses in your area that perhaps need some sort of website work done. Even if that particular business doesn’t need your services, you could always leave your business card and ask that they pass it on to anyone they might know that needs a website.
Sure, not a guarantee of work but actually getting your name out there will help massively.
If you have some friends that you know need a website or some sort of service, do some work for them to kick start a portfolio of work you can use to show other potential clients.
