If you’re using WordPress.com then probably not. The benefit of the .com is that it’s free, but for that price they lock down a lot of functionality.If you’ve installed WP on a self-hosted site you can change as much CSS as you want for no cost.
Appearance > Customize > Additional CSS
or your child theme’s style.css file.
