Is there a way to have PDFs on the site be editable/fill in (on mobile)?

I’ve got it working on desktop to edit, I used Adobe PDF to make each field editable itself and embedded it. But on mobile it’s only available via download, the PDF doesnt show. The goal is to have it editable on mobile, then downloaded and uploaded somewhere else. Anyone know of a way to do so? Thanks!
