I am an individual on a tight budget (not a business) and would like have the option to fully customize a WordPress theme. I’ve taken a look into wordpress.com/pricing but it’s unclear whether the ‘Personal’ plan would allow me to fully customize any themes. Does the ‘Personal’ plan let you modify the HTML, CSS and JS or is the ‘Creator’ plan the only option for this?
