It looks like, in this case, that the site may have been removed without Jetpack being disconnected first, so it still believes it’s supposed to be monitoring that site.

In order to completely remove that connection manually, you can disconnect Jetpack from individual sites like so:

Once that is done, you should stop receiving those monitoring emails.

However, since the site has already been removed, I went ahead and turned the monitor function off from here for you.
