Where are you entering this CSS code? Looks like your theme’s custom-style.css? If jean17’s suggestion still does not work there, try using the Additional CSS customizer section instead. Code there has greater precedence.

I can’t find additional CSS from my customize. Only Custom CSS is available.
Appearance -> Customize

I solved with this solution:
I downloaded the Jetpack plugin then additional CSS was added to my customize.
Then I select:
DON’T USE THE THEME’S ORIGINAL CSS.
Now everything works.
I came up with the idea when @bcworkz reminded me of this. Earlier when I tried to activate the additional css, Jetpack was added automatically, and the code runs well on my site at that time. I thought It went wrong after the Child theme upgraded, but actually it was caused by my deactivation of the pluin.
