There might be a number of possible issues:
1. Some issue with your account and then you will have to talk to ShipStation to resolve it.
2. Too many carriers or disabled cached in the settings of the plugin.
API has a rate limit of 20 requests per minute, so if you have many carriers or disabled cached then it will be consumed very quickly.
You can enable debug mode and review debug logs generated by the plugin to see what might be wrong.
