Easiest would be to disable the iTSec plugin reCAPTCHA feature. But I’m not sure that is something you want to do.
The reCAPTCHA feature actually has a setting (checkbox) named:
Enable GDPR Opt-In
that includes the following description:
To assist with GDPR compliance, iThemes Security can prompt the user to accept the CAPTCHA provider’s Privacy Policy and Terms of Service before loading the challenge.
If currently enabled, try and disable this setting.
What version of the iTSec plugin are you using?

Using version 7.3
WordPress version is 6.1
Enable GDPR Opt-In made my problem go away. Thank you. Resolved!
