Website speed tests high, but unbearably slow to work on

I have a new website with very few plugins; when I run a site speed test, I score very high, but the admin console and other pages seem to load incredibly slow when I am working on it. I am using Cloudways for hosting. Would scaling the server help with speed? I have no traffic since it is a brand-new site.
