WordPress plugin to charge for access to multisite

I have a plugin that I want to charge people to use but it doesn’t have an option to charge them to use it.

As a work around, I thought about setting up multisite and that way super-admins can use the plugin on the backend is what I want but I want to be able to charge them to have that access.

Anyone know a way I can accomplish this either but woocommerce or some other plugin.
