Hi, sorry for a noob question.
WordPress default time zone is set at UTC +0 . I don’t want to change it. But want to publish at around 9 PM new york time which I believe is GMT -4?
So if I were to schedule post, I put 21:00 ?

Why don’t you want to change it? Logically your time zone on the website should be set to the most appropriate time zone for you, otherwise the dates/times for when your posts are published are all going to be incorrect for whatever time zone you’re actually in.
If you want to post at 9pm New York time (GMT-4) and your site is set to UTC+0/GMT+0 then you’d technically need to schedule the post for 1am because 1am on your website is 9pm.
You could just make life easier and set the time zone correctly.
