WP dashboard skin modifier?

Hello!

I am looking for a way to generate a specific portal/site for a client.

That he could enter the WordPress dashboard, but with only one specific plugin option. But modifying the entire WP skin. That he won't know time that he is working in WP.

Is there a plugin or something similar? I suppose that with CSS you could achieve something, but the WP interface would still be there
