I’m looking at using WPForms (I believe the pro edition) to do user registration since it has payment included which is what I need.
However, currently the list of members is kept track of in a spreadsheet (csv). Is there a way to import this data into WordPress/WPForms?

It sounds like you need a membership/subscriber management plugin, rather than WP Forms.
