403 codes thrown on URLs with japanese characters

I face the same issues.
same thing with Chinese characters.

Please disable the advanced char string filter.

WP Security > Firewall > Addition firewall rules tab. Enable advanced character string filter :uncheck the checkbox and save

It might be due to after 5.2.2 It has been moved PHP based firewall rules so it might be the reason.

another issue I noticed with the latest update is that cookie based brute force login prevention is not working (it keeps redirecting to 127.0.0.1). however the Rename login page works as an alternative

Can also confirm disabling Advanced Character String Filter fixed the issue in 5.2.4.
