This is a 403 of your server. So it seams that the fake links of your webpage are not working in the whole webpage. If you use Apache you can add the .htaccess file to fix it
So I should manually add an .htaccess file for every folder I make via Library Viewer?
No, the htaccess file is placed in the root of your website server.

Maybe a save of your permalinks, will solve the issue
I overwrote the htaccess file with standard content and saved permalinks. Still 403 :/
What should I try?
I don’t know the infrastructure of your server, so I cannot help you.
The 403 issue is not Library Viewer issue, but website’s issue. And all others posts, pages of your website will not be opened properly.
Please contact your server support in order to fix the fake links of your website
