WooCommerce-generated coupons can be limited to specific products, so if these events are “WooCommerce products”, then yes, you can simply select them from here. :)

Ensure the coupon creates a free ticket (in that taxes aren’t even charged)
Coupons are applied to the product price before tax is calculated, meaning, if a product costs $0, so will the tax.
