Admin error related to `incompatible_plugins.txt` on latest version

Hello,
On PageSpeed Ninja v1.4.0, I am seeing the following error in my admin dashboard:
I can confirm that the file in question, incompatible_plugins.txt, does not exist – nor is it available in a fresh copy of PageSpeed Ninja. Do I need to take additional steps to fetch this file?
In the meantime, it seems that replacing the file reference with a blank array allows the plugin to continue working.
