Advice on Date management or Date plugin for my use case recommendations?

In each of my posts i need to publish a table with a relevant date which can be years ago. I want to be able to specify the date but also have that dates format change to the viewers local date .

All plugins i see only seem to format current date

Any ideas how to do this
