I forgot, i use lightspeed cache and quic cloud cdn. is it possible that is the problem? I have clear both caches.

Thank you for the great support. Ben has found out that the database table independent_analytics_devices was not imported. then I changed the value of the table iawp_db_version to 13 in the wp options and then everything works fine again thanks to ben.
