First of all, the front-end dashboard was only created for the listing owner/ vendor role. You can only allow other admins to manage listings (higher role) from the backend panel. However, I understood, that you might need it for a reason, but there are plugins that can allow other specific roles to particular spots inside your WordPress admin panel, kindly try them.
