Using plugins in WordPress is free. Using plugins in wordpress.com is not. Don’t use wordpress.com
What do you have in mind when you think of an announcement on your site? Is it a short text, a few sentences, displayed at the top of your site or above all your posts, or at the top / bottom of each one of your posts?
If that’s what you have in mind, you do not need a plugin to achieve that. You can go to Appearance > Editor in your dashboard to add such text anywhere you’d like on your site.
