Any advice on how to get this effect? New to WordPress not sure exactly what to be looking for

Hey, new to WordPress trying to develop into the world of web design, I am trying to get an effect similar to this where the user moves the cursor and images appear as they do that, if anyone has any advice or direction on terms I should be searching for or breaking this effect down into steps that would be great.
