I’ve tried Astra theme but it doesn’t allow for custom links in the free version of Astra theme :/ I’ve also tried multiple block themes, but none of them allow me to add additional CSS onto menu and submenu items. I want my menu items to get a nice animated underline on hover, and submenu’s item backgrounds to change color on hover, I can’t do none of that in Full-Site Editing (FSE). I also need to make a non-clickable menu item, and I need everything to be done for free, that’s what I’ve been asked to do anyway.
So here I am, asking you, do you know any (most popular) WordPress theme that supports custom links for free? Because I want to make a non-clickable menu item by changing the custom link to “#”.

Why don’t you use something like Bricks and built it from scratch? It doesn’t sound like a hard task.
A free theme disables standard, in-built free WP functionality unless you pay for the premium version of the theme?! That’s madness.
