If you mean the official Apple Developer Program:
then that is an annual subscription based membership. Without an active Apple Developer Program subscription you won’t be able to reach their interface to create or manage your Apple Apps.
However, please note that the Apple provider is only available in Nextend Social Login Pro Addon. And as per the forum guidelines:
