We have checked and couldn’t find the button tag in HTML.
Then, we found the “Buy gift card” button doesn’t have the <a> tag href, that is it is #, but most presumably it should be like this #card

So, please add the needed text to the button.
Also, we have noticed that the Disable page scrolling option is activated.
So, as the scrolling is hiding, it is automatically scrolling the popup to top.
Please, deactivate this option as well.
Please, check again and let us know about the outcome.

Thank you for your reply, please try switching the language, I guess you are checking /en/ version, but you need to check ukrainian, I added <button> tag there

I tried with #card, it works weird. First it moves me on top, then when I close popup – it moves me back

The main cause of the issue is the Disable page scrolling option.
Please, deactivate the option and check again.
Also, we have noticed that you are using a cache plugin.
See the screenshot below:
Please, clear all the caches and check whether the issue persists or not. Make sure, the cache is not generated on the page where the given popup is located.
After clearing the caches, please try to check the case with either the Incognito mode or another browser/device.
