Shipping packages will only be able to split a cart by a pre-configured group by condition, it can be shipping class, attribute or any other taxonomy.
It does not have the ability to condition splitting on the presence of a specific product. But you can achieve a similar behaviour by adding some attributes only to the product in the question.
