WordPress have built-in feature to add custom CSS.
You can navigate it to Appearance → Customize → Additional CSS.
If you have a lot of custom CSS code, I recommend you to use child theme.
Best “place” to put custom CSS?
I’d put the quotation on the “Best” instead, as that’s always going to be relative to your needs.
If your primary goal is to centralize your CSS, and if the CSS is ONLY for styling Elementor stuff, then I’ll argue the best place to maintain this CSS should be in Elementor, using Elementor’s Global Custom CSS feature. This is an Elementor PRO feature, but if the site in question is the AI domain in your screenshot, then you have Elementor PRO already, so you should have all you need.
As @aguspurwantoro0 mentioned, WordPress has the built-in bare-bones ADDITIONAL CSS feature. For the classic theme you’re using (Hello Elementor), this is under APPEARANCE > CUSTOMIZE. If you want to manage your CSS completely outside of Elementor, then that’s the next logical option.
The plugin you mention can also serve the same purpose but comes with a lot features beyond just a centralized place to maintain CSS: syntax highlighter, conditional display, feature access control, etc — and can also inject JS and HTML (not just CSS). Whether you need those features (or not) to warrant installing yet another plugin — that’s a question only you can answer.
