Should I host the WordPress website myself and then give the developer permissions as user and buy all the plug-ins myself. Typically the developer will build everything in their own environment locally, and then migrate it onto your hosting account once it’s ready to go live.
For plugins, I advise purchasing them yourself and passing them onto dev.

The best way is subjective but let me speak from experience.
You’ve already made big mistakes by prescribing solutions. Even the decision to use WordPress…which may be the right choice. I’m also picking up a sense that you, or someone you know, has been burned before.
A good, full service, web developer will work with you to understand your business needs, you customers, and your current tools for sales, marketing, POS, social, etc.
Then you lay out a plan to deliver solutions for everything including phasing as you may not need everything all at once. Even better of that developer implements in a way that you can walk away after every phase.
Cost run over, scope creep, miscommunication, and most other problems come from not doing this up front as surprises will almost always pop up.
