Blog comments are disabled, how can i enable?

I am a volunteer with an animal rescue called Sanctuary Hostel and i did disable coments a few dys ago, but i enabled them again and cleared the litespeed cache and tried a totally different browser and it still shows disabled on NEW blogs, old blogs allow comments
