Indeed, inserting (i.e. getting a new row in between existing rows) is (and has been) only possible with one row at a time. It is however possible to append more than one row at a time to the end of the table.
The next release of TablePress will feature keyboard shortcuts to easily move rows up and down or columns left and right. This will even be possible for multiple rows/columns at once, so that this method could be used to get multiple new empty rows in between existing rows.

Why not just insert the same number of rows as the “add rows” parameter? This would be consistent and wouldn’t a new UI element.

This could be possible, but would need a bit of UI element shuffling on the screen, due to the positioning of the buttons.
