Can I build a website using WordPress.com and later “rebuild” the same on .org?

I would like to build a simple website to promote a creative project of mine, but I’m *not* currently ready to launch it or pay the associated costs. I started building a blog with [Wordpress.com]) as I didn’t want to spend any money on hosting/website building at the time, but now my intention is launching a proper website in a couple of months and I plan to do this using [wordpress.org]).

My question is, can I practice building my website on .com, and then later replicate what I did there when it comes to properly building the website (after paying for domain, hosting and launching [wordpress.org](https://wordpress.org))? I ws hoping to potentially save 2+ months’ worth of web hosting by doing this and buy myself time to decide what option suits me in terms of hosting.
