You can extend and modify a theme using a child theme to change its capability. You could also edit the theme files directly, but then you run the risk of not being able to update the theme. I am not sure exactly what you mean by dynamic content, but I imagine you’d be able to add whatever functionality you want in with a child theme or plugin
