Can i migrate a site to a new URL and pass the ownership to another user?

Hi there, so for reference, i'm a complete beginner with WP and i'm trying to help a friend setting up a site for his business.
My plan is to create at least a template of the final product using my account, on a temporary URL. Would it be possible later to give the ownership of what i create to my friend account, and to migrate the website to his final URL?
