Can I use this plugin for GoDaddy web page

Oracle Cards works only with WordPress.
The only way to show the cards on a non-WordPress site is through an iframe.
You should create a WordPress website where you install Oracle Cards, add the cards to an empty page, and then show that page as an iframe on your website, in a similar way to how you embed YouTube videos.
On your non-WordPress website, you will add something that looks like

<iframe src="https://domain-of-the-wordpress-site.com/oracle-cards-page/" />

There are no other ways.
