Can someone please tell me how to add a cta “text us button” on bottom of mobile sites to always scroll with you or a plug-in that does this – thank you

Hi. I'm building my blog and I want a sidebar like this red one (below the header's photo, beside the posts in all pages "like the 'about community' side bar on Reddit") but I couldn't add it, Can any one help me adding it?
