Can this plugin be Consent Mode v2 Compliant for free?

Hello,

Does this plugin allow you to be Google Consent Mode v2 complaint and prevent the Google Analytics script from running for free without purchasing any premium add-ons?

It seems to suggest it does but I don’t see how it can prevent GA tracking code from running as the plugin settings mention you need the premium add-on to do that?

Please advise.
