Can you make a site with user profiles and the ability to post images to a wallpaper in a collage like fashion on wordpress?

Very new to WordPress, as in I haven’t actually started using it yet. Before I dive in, I was wondering if it’s possible to do such a thing as mentioned above. How much flexibility does one have in programming new functionality to wordpress? Can it be manipulated in ways like a react tailwind site might be?
