This issue happened after last update v3.1.5. We are actively working on this issue and will release new version for this.
Meanwhile, we have applied hotfix for v3.1.5 too, and it is safe to update now.

The problem exists in version 3.1.5 and we even reverted to previous versions, but the problem was not solved.
Our main problem is that even the fields are hidden when opening a new team and in the settings of the admin.php?page=wpsc-ticket-form§ion=ticket-form-fields , if we change somewhere, it remains loaded.
An important point:
We tested the new version of the plugin on the new WordPress and there is no problem.
But the update has become a problem on several sites that use this many-year-old plugin.
It seems that the problem is with the database

Please update to v3.1.6 and these issues will be fixed.
If issue persists, reload the dashboard page for few times to allow cron to run for database upgrade.
