I know just like with any other thing in life the price will depend on a long list of factors, but generally what is the hourly cost, and does a job ever exceed, say, 40 hours? Basically I just need to know whether it generally costs hundreds or thousands to hire someone.

As you said depends. You can spend way more than 40h or be done in less than 10. Depends on the quality of the person/agency you are hiring.
As a rule of thumb, if you want to have a custom design be very skeptical of anything that’s not 2k+. For less, people will usually just change some images on a premade theme and slap some plug-ins together. Can still be good enough depending on your use case. If you are in the hundreds dollar budget, then you are hiring a student doing a side gig or are doing some risky fiver stuff.
Just keep in mind that designing a website alone is serious work with a lot of related tasks that are often ignored: Design, copywriting, photography, graphic asset creation. A lot of time is spent talking with you figuring out whats supposed to go on the website (+how) and doing organizational stuff. After that you start coding. So yeah 40h work hours split over different people can be exceeded quite easily. Calculate a rate of $50/h at the low end. But it can get much higher.
If you want develop any custom functionality, it can get much more expensive much more quickly. Depends on the features you want. Some things can be done with free plug-ins , some will cost a couple hundred a year, and for some stuff you need a developer putting in the time.
I’d say your best bet is to just ask here what you want to achieve and usually people are nice enough to give suggestions and rough estimates of what’s needed skill- and timewise. But if you don’t say it no one can help you. Rarely to never is an website idea so revolutionary that you would actually have to be afraid of posting it here and having it stolen.
