The lite version of WPCode supports importing and exporting snippets – from what I can see in that article you are trying to import a JSON file that is meant for another plugin that uses a different format for the export/import files.
You can use that code in WPCode by copying the source code at the bottom of that page: and setting that up as a PHP snippet in WPCode.
