Why can’t I change my theme to GeneratePress? I have seen many sources stating it is free, but I cannot find the option to install it. Do I need to purchase the Premium or Business plan?
You can download it from within WordPress admin under Appearance > Add new
Or you can go to their site to download it.

Don’t download it from anywhere else or you might be getting an illegal copy filled with malware. Many sites offer illegal versions of paid products and a lot of those can often have malware in them.
You can pay for the premium version on their site for more features if you need them.
