I see a lot of posts saying not to use categories and tags because people use them incorrectly.
If I were to write a blog about cars, covering reviews, how-to repair, maintenance, etc… would it be good to use the Category as the vehicle manufacturer like Ford, Dodge, Toyota, and the model of the cars as the tag?
That way if someone wants to see something specific about a vehicle they can use a tag, but if they want to see all reviews or how-to guides on Toyota they can use the category instead?

Categories definitely. Tags are more useful on some sites than others. The example you used tags would be beneficial.
Just set your SEO plugin to not submit tag pages to search engines. That can result in a shitshow.
You don’t need to stick to categories and tags. You can, for example, create a custom taxonomy ‘manufacturers’ and place there such terms as ‘Ford’, ‘Toyota’. Or create a custom field for models. This way you can achieve a better organization of content, if your site is supposed to get big. You can also create a hierchical taxonomy, e.g. Toyota -> Some Model, Toyota -> Another Model
Categories and tags are examples of taxonomies. If you have many items per term, it is usually better to create a taxonomy for that. If the items are more unique, custom fields are usually better.
If you plan to build a big site, it is recommended to understand the idea of taxonomy and fields. Categories and tags are just basic default taxonomies for newbies.
In your case, I would probably go with a hierchical taxonomy with a slug ‘cars’, with the brands as the first-level terms, and models as second-level terms.
