What you’re seeing is to be expected 😀
When editing a POST, the CATEGORIES block will only display the list of categories assigned to that very POST you’re editing.
Likewise, when editing a WooCommerce PRODUCT, the PRODUCT CATEGORIES block will display a list of product categories assigned to that very PRODUCT you’re editing.
But it seems you’re editing a POST, and you’re trying to display a list of PRODUCT CATEGORIES assigned to the POST. That will give you absolutely nothing… since POSTs don’t have PRODUCT CATEGORIES!
As for the TAGs, this should display the tags you’ve added to the very post you’re editing. If you’ve added tags to the post but they don’t display immediately, just save the post and re-load the editor, the list of tags should appear wherever you placed the TAGS block.
Note that if you wanted to display a list of all POST CATEGORIES (again, totally different from PRODUCT CATEGORIES) and not just the categories assigned to the current post, you’d use the CATEGORIES LIST block instead.
Likewise, you can use the PRODUCT CATEGORIES LIST block to display the list of all product categories anywhere, including inside a POST or PAGE.
And the TAG CLOUD block will display all TAGS from all POSTs anywhere you insert this block!

I am editing my frontpage template and here I want tags to relevant subjects such as categories for all post types. I will check out the other block, but maybe consider a setting for post categories to display any cats with options to restrict/include. Also on pages fx.
