Can you please confirm if you see an option to enable the Contact Form 7 Designer Block in Settings > Spectra > Blocks/ Extensions? If yes then please assure it’s enabled from there.
If you are not able to see that option, First please make sure the Contact Forms plugin is active & second please go to Settings > Spectra > Settings > Version Control & turn on the “Enable Legacy Blocks” option & you will get the setting to enable the Contact Form 7 Designer Block which will fix your issue.
